In November 1998, the Task Force on School Construction Work-Based Learning and Apprenticeship Programs was created (Chapter 656, Acts of 1998). The Task Force was to conduct a study of school construction work-based learning and apprenticeship programs. Thereafter, it recommended ways to improve and expand such programs statewide.

The Task Force reported to the Governor and General Assembly in December 1999.
