In 1996, the Task Force on Emerging Medical and Surgical Treatments was organized (Chapter 378, Acts of 1996). The Task Force studied insurance coverage of emerging medical and surgical treatments and examined the way health insurance carriers evaluate them for coverage. The Task Force also considered the role of State government with regard to the evaluation processes of insurers.

On December 31, 1996, the Task Force submitted its report. Authorization for the Task Force ended June 30, 1997.
