The Commission to Revise the Election Code began in 1996 (Chapter 431, Acts of 1996). The Commission reviewed and proposed revisions to Article 33 of the Annotated Code of Maryland. Revision covered the elections process, the conduct of elections, and the integration of computer technology into the administration of elections. In addition, the Commission reviewed the selection, operation, and organization of the State Administrative Board of Election Laws and local boards of supervisors of elections (Code 1957, Art. 41, sec. 18-309).

On January 14, 1998, the Commission submitted its final report to the Governor and General Assembly.
