In 1976, the legislatures of Maryland and West Virginia ratified the Potomac Highland Airport Authority Compact authorizing the creation of the Potomac Highlands Airport Authority (Maryland Chapter 253, Acts of 1976; West Virginia Chapter 135, Acts of 1976). The compact was ratified by the U.S. Congress in 1998 (P.L. 105-348). The Authority is to operate the Cumberland Regional Airport in Mineral County, West Virginia.
