The Strategic Committee on the State Plan for Higher Education was organized by the Governor in August 1999 (Executive Order 01.01.1999.26). For higher education, the Committee identified needs and resources, established priorities, and recommended goals and specific strategies to be part of the State Plan for Higher Education. The Committee also made recommendations concerning the missions of Maryland public colleges and universities, and advised the Maryland Higher Education Commission about the State Plan for Higher Education.

The Committee completed its work in February 2000.
