Attended University of Baltimore (motion & time study); International Association of Machinist and Aerospace Workers Leadership Schools I and II, Rutgers University; Community College of Baltimore (labor relations & arbitration); Essex Community College (semantics & commmunications); University of Pennsylvania, M.N.P.L. (political science); University of Wisconsin (collective bargaining); George Meany Institute (preparation & preservation of arbitration). Assistant Secretary for Administration, Department of Labor, Licensing, and Regulation, 1994-. Directing business representative, International Association of Machinists and Aerospace Workers, AFL-CIO. Member, Democratic State Central Committee, 1975-88. Delegate, Metropolitan Baltimore Council, AFL-CIO Unions, 1968- (recording secretary, 1971-80; financial secretary-treasurer, 1980-94). Area Vice-President, Maryland State and District of Columbia AFL-CIO, 1973-94. President, Maryland-District of Columbia State Council of Machinists, 1984- (executive vice-president 1973-84). Member, Industrial Relations Research Association; 33rd degree Mason; Shriner. Member, St. John's A.M.E. Church, Baltimore. Married; four children.
